The course of events in the world demonstrates that the decision on creation of the Organization made on June 15, 2001 in Shanghai was to the timely and answering main tendencies of development of situation in the region and in the world.
The charter of SCO signed in St. Petersburg on June 7, 2002 laid the strong legal basis of organization development, strengthenings of the world and development around the world allowed it to become important factor of providing the world and stability in the region.
Having considered the course of accomplishment of the task set at the last year's summit of SCO - about the fastest start of all mechanisms of SCO provided by the Charter, heads of states consider that in this direction for last period big and useful work is done.
Heads of states approved the prepared regulating documents regulating operating procedure of bodies of SCO, including permanent - the Secretariat in Beijing and Regional anti-terrorist structure of SCO (RATS) with the headquarters in Bishkek, and also the setting emblem and flag of the Organization.
On representation of Council of Foreign Ministers of state members of SCO the decision on approval Zhang Deguana (People's Republic of China) is made by the Executive secretary of SCO.
The procedure for forming and budget implementation of the Organization is approved, and for this purpose heads of states signed the relevant Agreement.
Heads of states emphasize need of providing the beginning of work of permanent bodies of SCO no later than January 1, 2004.
