Article 3 to add 1) with parts 4.1 and 4.2 of the following content:

"4.1. Vnesheconombank has the right to raise in deposits resources of the national welfare fund according to the procedure and on conditions which are determined by the Government of the Russian Federation.

4.2. For the purpose of ensuring sufficiency of own means (capital) Vnesheconombank has the right to raise in deposits resources of the national welfare fund based on separate decisions of the Government of the Russian Federation for the term of at least five years provided that the relevant agreements of the deposit do not contain the provisions directly or indirectly granting the right to require early return of the deposit or its part, and also early payment of interest for using the deposit or early agreement cancelation of the deposit.";

2) Article 19 to add with part 3 following of content:

"3. In case of liquidation of Vnesheconombank requirements on the attracted Vnesheconombank according to part 4.2 of article 3 of this Federal Law are met deposits after satisfaction of requirements of all other creditors.".
