Heads of states, having noted the successful solution of the tasks on completion of organizational formation of SCO set at the Moscow summit in May, 2003 were positive for the work which is carried out by Council of Foreign Ministers and Council of national coordinators.

Heads of states expressed satisfaction with timely start of permanent bodies of SCO - the Secretariat in Beijing and Executive committee of Regional anti-terrorist structure (RATS) in Tashkent and noted considerable efforts of the Chinese and Uzbek sides on creation of proper conditions for their full-blooded functioning.

In October, 2003 governing body РАТССовет began to work. In RATS the specific work plan is developed and number of necessary legal documents is accepted. Thus, necessary premises for effective functioning of RATS designed to give system and purposeful nature to interaction within SCO on implementation of the Shanghai convention on fight against terrorism, separatism and extremism are created.
