1. in the Concept of forming and use of means of National fund of the Republic of Kazakhstan approved by the above-named Decree:

"2. Use of means of National fund

According to new approach on use of means, since 2011, innovation is fixation of the guaranteed transfer in the republican budget in absolute value in the amount of 8 billion US dollars.

At the same time the size of the fixed guaranteed transfer in the republican budget can be adjusted towards reduction or increase up to 15% depending on situation in economy.
