in view of provisions of the Charter of the Shanghai Cooperation Organization of 2002, the Single Convention on drugs of 1961 with the amendments introduced in it according to the Protocol of 1972 on amendments to the Single Convention on drugs of 1961, the Convention on psychotropic substances of 1971, the Convention of the United Nations on fight against the illicit trafficking in drugs and psychotropic substances of 1988, the Political declaration and the decision accepted by the XX special session of the United Nations General Assembly in 1998 and also other decisions and recommendations of the UN concerning the matter

proceeding from mutual interest in acceptance of the effective measures directed to fight against drug trafficking and their precursors

being guided by the national legal system and the conventional principles and rules of international law,
