recognizing in educational policy and in the relations in this sphere priority of universal values, the principles of the Universal Declaration of Human Rights, Convention on the Rights of the Child and aiming at their practical realization,

considering the state education systems as complete systems which promote full development of citizens of both states, irrespective of ethnic origin, political and religious views and beliefs,

attaching importance to satisfaction of cultural and educational needs of the people living in both states and wishing to develop and strengthen further the relations of friendship and cooperation between them on the basis of equality and respect,

agreed as follows:

Article 1

The parties, according to the legislation existing in the states and rules of international law, will develop and support cooperation between the relevant organizations and organizations of both states in the field of education, on the basis of the principles of equality and mutual respect.

Article 2

The parties will concentrate the efforts on:

- experience exchange in the most important directions of development of education;

- to training of specialists on the basis of equivalent exchange of students, graduate students and trainees on the specialties which are priority for each of the Parties and creation of identical conditions for their training and accommodation;

- preparation and advanced training of research and educational personnel;
