About modification and amendments in some legal acts

The Parliament adopts this organic law.

Art. I. – In the Law on National Bank of Moldova No. 548-XIII of July 21, 1995 (Official monitor of the Republic of Moldova, 1995, Art. No. 56-57, 624), with subsequent changes, to make the following changes and additions:

1. In Article 11:

add Article with parts (2-1) and (3-1) following of content:

"(2-1) Regulations of National Bank can be disputed only by person concerning whom the individual act is adopted or concerning which it is refused adoption of the individual act based on the disputed regulation. The regulation based on which the individual act is adopted or it is refused adoption of the individual act can be disputed only along with contest of the individual act.";

"(3-1) Individual acts issued by National Bank are told the addressee under list or the registered mail with the assurance of receipt. The message is performed by the registered mail with the assurance of receipt, depending on case, at the place of residence or the location of person. If the message of the act is impossible for one of the methods provided in this part, including in case of refusal the addressee from acquaintance with it, the act is considered reported if it is available to acquaintance in the location of National Bank. In the latter case the certificate of the message of the individual act is the formal notice of National Bank on access to it in the location of National Bank placed in seven-day time on the official web page of National Bank and published in the Official monitor of the Republic of Moldova.";

part (to add 4) with the offer: "Provisions of other laws can be applied in cases of contest of acts of National Bank only in that measure in what they do not contradict regulations, the established this law.";

add Article with parts (5-1), (5-2) and (5-3) following contents:

"(5-1) Acts of National Bank can be disputed in Administrative board of National Bank by submission of the provisional statement within 30 days from the date of the message of the act. The specified 30-day term does not extend to regulations.
