1. Approve the enclosed Rules of delivery, transportation and realization of natural gas, the Rule of delivery, transportation and use of the liquefied hydrocarbon gases.

2. Bring in the order of the Government of the Republic of Kazakhstan of December 7, 2000 N 1822 "About approval of regulatory legal acts in the field of power industry" (SAPP of the Republic of Kazakhstan, 2000, N 54, the Art. 598) the following changes:

in Rules of provision of the utilities approved by the specified resolution:

1) the words "gas supply", "gas supply", "gas supply" of "gas", "gas", "gazo-" to exclude;

To add 2) with Item 3-1 of the following content:

"3-1. The questions connected with provision of utilities on gas supply are regulated by separate regulatory legal acts";

Rules of delivery, transportation and realization of natural gas

SECTION 1. GENERAL PROVISIONS

Chapter 1. Coverage of these rules

1. These rules of delivery, transportation and realization of natural gas (further - Rules) establish procedure for delivery, transportation and realization of the natural gas intended for industrial, household and other purposes and also regulate relations between suppliers, transporters and consumers of natural gas in the Republic of Kazakhstan.

2. The questions connected with provision of utilities on gas supply are regulated by these rules.

3. The procedure for delivery established by Rules, transportations and realization of natural gas is obligatory for execution by all participants of the relations regardless of patterns of ownership and departmental subordination.

Chapter 2. Terms and determinations

4. In Rules the following terms and determinations are applied:

the subscriber - the physical person or legal entity buying gas for own household consumption;

gas consumption armor - the minimum amount of gas consumption necessary for uninterrupted and accident-free, on condition of the maximum use of reserve types of fuel, operation of processing equipment of consumers, supply of gas by which according to the laws and other regulatory legal acts of the Republic of Kazakhstan cannot be stopped or reduced below this limit;

natural gas or gas - the natural, oil (passing) and dry gases extracted and acquired in the territory of the Republic of Kazakhstan, and also acquired out of the territory of the Republic of Kazakhstan;

gas pipeline branches - the gas pipeline providing gas transportation from trunk gas pipeline to gas distribution station;

gas distribution station - the construction mounted on gas pipeline branch of trunk gas pipeline, providing pressure decline;

the gas-distributing organization - the organization occupied with development and operation of gas distribution networks, constructions on them which are available in property or on other legal causes, rendering gas transportation services on these networks based on the available license for this type of activity;

gas distribution networks - the city, intersettlement, settlement, rural, street, domestic gas pipelines providing supply of gas from collection point (transfer) for gas to the consumer;

the gas transmission organization - the organization having in property or on other legal causes trunk gas pipelines and gas pipeline branches, constructions on them, rendering gas transportation services on these gas pipelines based on the available license for this type of activity;

gas-transport system - the system of gas pipelines including trunk gas pipelines, gas pipeline branches, gas distribution networks, constructions on them which are at the gas transmission, gas-distributing organization in property or on other legal causes;

gas storage - the underground constructions in complex with the land equipment which are part of trunk gas pipeline in which the technological inventory of gas for ensuring deliveries to the period of seasonal uneven gas consumption is supported;
