Article 1. The relations regulated by this Federal Law

This Federal Law determines features of legal status, the legal basis of creation and activities of the National research center "Institute of N. E. of Zhukovsky" (further - the Center).

Article 2. Legal status of the Center

1. Activities of the Center are regulated by this Federal Law, other Federal Laws and other regulatory legal acts of the Russian Federation, and also the charter of the Center.

2. The center is created in the form of federal state budgetary institution.

3. Functions and powers of the founder of the Center on behalf of the Russian Federation are performed by the Government of the Russian Federation. Implementation of separate functions and powers of the Government of the Russian Federation as founder of the Center can be transferred by the Government of the Russian Federation to other federal executive bodies.

4. The property of the Center is federal property and belongs to the Center on the right of operational management.

5. The legal regime of property of the Center, and also procedure it the activities which are bringing in incomes is regulated by the legislation of the Russian Federation.

6. Accessory of the rights to single technologies and results of intellectual activities, and also procedure of such rights by the Center is determined in accordance with the legislation of the Russian Federation.
