The State Parties of this agreement and the Commonwealth of Independent States which are hereinafter referred to as with the Parties

proceeding from need of ensuring protection of the classified information when implementing cooperation within the Commonwealth of Independent States,

aiming to provide protection of the classified information in bodies of the Commonwealth of Independent States,

considering the Agreement on mutual ensuring safety of interstate secrets from January 22, 1993,

agreed as follows:

Article 1 Terms and their determinations

For the purposes of this agreement the used terms mean the following:

"security classification" - the detail testimonial of degree of privacy of the data containing in their carrier, which is put down on the carrier of the classified information and (or) in the accompanying documentation on it;

"officials" are persons approved by bodies of the Commonwealth of Independent States for representation of the Parties according to the quotas for positions assigned to each Party;

"the admission to the classified information" - the right of physical person to access to the classified information or the right of authorized body or body of the Commonwealth of Independent States to the implementation of activities with use of the classified information provided according to the legislation of the State Party of this agreement and Rules of the address with the classified information in bodies of the Commonwealth of Independent States (further - Rules) approved by Council of heads of states of the Commonwealth of Independent States;

"access to the classified information" - acquaintance authorized in accordance with the established procedure and (or) work of physical person with the classified information;

"protection of the classified information" - the legal, administrative, organizational, technical and other measures taken for the purpose of non-admission of unauthorized distribution of the classified information and safety of its carriers;
