1. Payers of contributions to the State fund of development of agricultural industry of Turkmenistan (further - assignments) are the companies and the organizations, irrespective of patterns of ownership, being legal entities and getting profit (income) from business (commercial) activity, including the small enterprises applying simplified taxation system.

2. The following companies and the organizations are not payers of assignments:

- state-financed organizations; the legal entities getting profit on production of agricultural products (without including the profit got from conversion of agricultural products);

- legal entities (contractors and their subcontractors) performing the activities according to the Law of Turkmenistan "About hydrocarbonic resources";
