1. General provisions

1.1. According to article 4 of the Law of the Russian Federation of February 21, 1992 No. 2395-1 "About subsoil" in the field of regulation of the relations of subsurface use in the territories belongs to powers of public authorities of subjects of the Russian Federation creation and maintaining territorial stock balances and inventories of fields and shows of popular minerals.

2. Procedure for creation and maintaining territorial stock balances of popular minerals

2.1. The territorial stock balance of popular minerals (further - territorial balance) is the document prepared by authorized body of the government of the subject of the Russian Federation for the purpose of accounting of condition of mineral resources of appropriate subject of the Russian Federation by all types of the popular minerals listed in the corresponding regional list of popular minerals.

2.2. The territorial balance shall contain data on quantity, quality and degree of study of inventories of each type of popular minerals on the fields having industrial value and being in the territory of appropriate subject of the Russian Federation about their placement, about extent of industrial development, production, losses and about security of the industry with explored reserves of popular minerals on the basis of classification of inventories of minerals.

2.3. Creation of territorial balance is performed on the basis of the state reporting represented by subsoil users in accordance with the established procedure, and also the geological information obtained by subsoil users and data of state examination of inventories of minerals regarding subsoil plots of local value.

2.4. Stock accounting of popular minerals is performed according to extent of their industrial development and method of working off.

2.5. In territorial balance inventories of popular minerals are considered:

for the corresponding subsoil user - on the subsoil plots provided in use for the purposes of exploration and production of popular minerals or for the purposes of geological studying of subsoil plots, exploration and production of popular minerals (according to the combined license);

behind appropriate subject of the Russian Federation - on the subsoil plots located within the territory of the subject of the Russian Federation, except for the sites provided in use for the purposes of exploration and production of popular minerals or for the purposes of geological studying of subsoil plots, exploration and production of popular minerals (according to the combined license).

2.6. The basis for statement of inventories of popular minerals on territorial balance are the conclusions of state examination of inventories of minerals regarding subsoil plots of local value.

2.7. Write-off of inventories of popular minerals from territorial balance is performed based on the conclusions of state examination of inventories of minerals regarding subsoil plots of local value, based on the subsoil users this to the annual state reporting performing mining.

2.8. Accounting of changes of inventories of popular minerals in territorial balance is performed by authorized state body of the subject of the Russian Federation in time no more than 15 days from the moment of receipt of the conclusion of state examination of inventories of minerals regarding subsoil plots of local value, the annual state reporting of the subsoil users performing mining.

2.9. The territorial balance is represented authorized body of the government of the subject of the Russian Federation in Federal Agency for Subsoil Management, the Federal state unitary scientific and production enterprise "Russian Federal Geological Fund" (FGUNPP Rosgeolfond) and in the relevant territorial geological fund in paper and electronic type annually till April 25.

2.10. The territorial balance shall be followed by the explanatory note.

In the explanatory note:

- the condition of mineral resources of the subject of the Russian Federation and subsoil users, technical and economic indicators of the organizations for mining and primary conversion of mineral raw materials is characterized;

- the reasons of change of inventories in connection with searches, assessment, investigation, revaluation and mining and write-off and the main results of exploration works are specified;

- short geological descriptions of newly opened fields (squares, sites, deposits), and also the fields which passed state examination of inventories are given; distribution of inventories on extent of their development, including having industrial value, on geological and industrial types of fields is given.

3. Procedure for creation and maintaining inventories of fields and shows of popular minerals

3.1. The territorial inventory of fields and shows of popular minerals is part of the state inventory of fields and shows of minerals and includes the code of the short unified descriptions (passports) of fields and shows of popular minerals in the territory of certain subject of the Russian Federation.

3.2. The territorial inventory of fields and shows of popular minerals is constituted on the basis of the geological information provided by subsoil users (reports on geological studying of subsoil, the short unified descriptions (passports) of fields and shows of popular minerals), the conclusions of state examination of inventories of minerals regarding subsoil plots of local value, data of territorial stock balance.

3.3. The territorial inventory of fields and shows of popular minerals shall include the data on each field characterizing quantity and quality of the main and together with them the lying popular minerals, the components containing in them, mining, hydrogeological, ecological and other conditions of mining, to contain geological economic evaluation to each field, and also to include data on the revealed shows of popular minerals.

3.4. The short unified descriptions (passports) of fields and shows of popular minerals which arrived for accounting year are represented by authorized bodies of the government of subjects of the Russian Federation to the Federal state unitary scientific and production enterprise "Russian Federal Geological Fund" (FGUNPP Rosgeolfond) and to the relevant territorial geological fund till March 1 of the year following for reporting.
