Article 1

1) in Item 1 of Article 2:

a) the sixteenth to state the paragraph in the following edition:

"the work permit - the document confirming the right of the foreign citizen who arrived to the Russian Federation according to the procedure, requiring receipt of a visa, and other categories of foreign citizens in the cases provided by this Federal Law on temporary implementation in the territory of the Russian Federation of labor activity;";

b) add with the new paragraph the seventeenth the following content:

"the patent - the document confirming the right of the foreign citizen who arrived to the Russian Federation according to the procedure according to this Federal Law, not requiring receipt of a visa, except for separate categories of foreign citizens in the cases provided by this Federal Law on temporary implementation in the territory of the subject of the Russian Federation of labor activity;";

2) in Article 5:

a) add item 4 with the paragraph of the following content:

b) in Item 5:

c) to add Item 3 after the words "use of foreign workers" with words "(except as specified, provided by this Article)";

d) the paragraph one of item 4 after the words "work permits" to add with the words "or patent";

e) in Item 4.1 of figure "13.1" to replace with figures "13.2";

e) in Item 4.2 of the word "the work permit is issued" shall be replaced with words "the work permit or the patent are issued";

g) to add Item 4.6 after the words "in case of issue of the work permit to it" with the words "or patent";

h) add with Items 8 and 9 of the following content:

"8. The employer or the customer of works (services) attracting and using for implementation of labor activity of the foreign citizen shall notify territorial authority of federal executive body in the field of migration in subject of the Russian Federation in the territory of which this foreign citizen performs labor activity, on the conclusion and the termination (termination) with this foreign citizen of the employment contract or civil contract for performance of works (rendering services) in time, not exceeding three working days from the date of the conclusion or the termination (termination) of the relevant agreement.

The notification specified in paragraph one of this Item can be sent by the employer or the customer of works (services) to territorial authority of federal executive body in the field of migration on paper or is submitted in electronic form with use of information and telecommunication networks public, including the Internet, including the single portal of the state and municipal services.

The form and procedure for submission of the specified notification (including in electronic form) are established by federal executive body in the field of migration.

After receipt of the notification specified in paragraph one of this Item, the territorial authority of federal executive body in the field of migration performs check of registration of employer or the customer of works (services) who are legal entities or individual entrepreneurs in the Unified State Register of Legal Entities or the Unified State Register of Private Entrepreneurs.
