About the organization and functioning of Single national service of the emergency challenges 112

This law is legal base for creation and functioning of Single national service of the emergency challenges 112 in the Republic of Moldova and provides observance of Article 26 of the Directive 2002/22/CE of the European Parliament and Council of Europe of March 7, 2002 about universal service and the rights of users concerning communication networks and services of electronic communications (the directive on the universal service) published in the Official magazine of the European Union by L 108 of April 24, 2002.

This organic law is adopted based on provisions of article 106-1 of the Constitution by acceptance on itself the Government of responsibility to Parliament.

Chapter I. General provisions

Article 1. Purpose and area of regulation

(1) the Purpose of this law is the organization of Single national service of the emergency challenges 112, which will provide acceptance, processing and data transmission to services of the emergency reaction, for the purpose of ensuring high level of safety of the population and protection of property by effective use of capacity of modern infrastructure of electronic communications.

(2) This law regulates the organization and functioning of Single national service of the emergency challenges 112 (further – Service 112).

Article 2. Basic concepts

In this law the following concepts are used:

the administrator of Service 112 – the central industry body appointed by the Government which provides creation and functioning of Service 112;

false challenge – the false and/or doubtful notification or request about assistance realized by means of the unreasonable address according to number 112, made for the purpose of use of services of Service 112 or services of the emergency reaction;

malicious challenges – repeated, with bad intentions, the unreasonable address according to number 112, made for the purpose of use of services of services of the emergency reaction;
