About some questions on ensuring use of data transmission network of authorities

The government of the Russian Federation decides:

1. Determine that:

a) federal state bodies have the right to make since January 1, 2015 the decision on use according to the procedure established by the Ministry of digital development, communication and mass communications of the Russian Federation, the data transmission network of authorities which is element of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services electronically (further - data transmission network), for the purpose of implementation of the state functions;

b) communication services on data transmission, provision of communication channels, provision of access to the Internet (telematic communication services), and also other services, technologically inseparable from the specified communication services are rendered to the federal state bodies which made the decision specified in the subitem "an" of this Item with use of data transmission network;

c) the federal state body which made the decision specified in the subitem "an" of this Item provides according to the procedure, established by the budget legislation of the Russian Federation, transfer of budgetary appropriations and limits of the budget obligations of the federal budget provided for the corresponding year to such federal state body on the services of data transmission and communication services specified in the subitem "b" of this Item in the Ministry of digital development, communication and mass communications of the Russian Federation.

2. Approve the enclosed changes which are made to separate acts of the Government of the Russian Federation.

3. To the Ministry of Telecom and Mass Communications of the Russian Federation:

a) provide functioning and possibility of use of data transmission network since January 1, 2015;
