Bring in the Federal Law of July 27, 2010 No. 190-FZ "About heat supply" (The Russian Federation Code, 2010, No. 31, Art. 4159; 2011, No. 23, Art. 3263; No. 50, Art. 7359; 2012, No. 53, Art. 7616, 7643; 2013, No. 19, Art. 2330; 2014, No. 30, Art. 4218; No. 42, Art. 5615) following changes:

1) in Article 4:

a) add part 1 with Item 15.2 of the following content:

"15. 2) establishment of procedure for investigation of the reasons of emergencies in case of heat supply;";

b) to declare Item 3 of part 2 invalid;

2) in Article 8:

a) in the name of the word", subject to regulation" to exclude;

b) the paragraph one of part 1 after the words "Are Subject to Regulation" to add with words ", except as specified, specified in parts 2.1 - 2.3 these Articles,";

c) add with part 2.1 following of content:

"2.1. The agreement of agreement parties of heat supply and (or) the delivery agreement of heat energy (capacity) and (or) the heat carrier, but not high prices (rates) for the corresponding goods in the field of heat supply established by regulating authority according to pricing bases in the field of heat supply and the regulations of the prices (rates) in the field of heat supply approved by the Government of the Russian Federation determine the following price types on goods in the field of heat supply, except for heat energy (capacity) and (or) the heat carrier which realization is necessary for rendering utilities on heating and hot water supply for the population and categories of consumers equated to it:

1) the prices of heat energy (capacity) made and (or) delivered with use of the heat carrier in the form of vapor by the heatsupplying organizations to consumers, other heatsupplying organizations;
