1. Determine that:

in case of long (over 12 months) non-payment of utilities and expenses on operation of housing which is in the territory of the Republic of Uzbekistan from the absent foreign citizens and persons without citizenship who are owners of this housing on representation of Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent in accordance with the established procedure arrest for the solution of question of debt collection on payment for utilities and expenses on operation of housing is imposed housing:
