In case of transfer in inventory of the citizens who were subject to conscription and did not pass it before achievement of age by them 27 years (except for the citizens who did not undergo military service on the bases provided by Items 1 and 2, item 4 of Article 23, article 24 of this Federal Law or in connection with cancellation of the subject of the Russian Federation by the draft commission of the decision of the subordinate draft commission), the draft commission takes out the conclusion that the citizen did not undergo military service, without having on that legal causes.";
