"Article 11. In cases if outside the Russian Federation the citizen of the Russian Federation lost the passport (the diplomatic passport, the service passport), or effective period of the passport which is available for it (the diplomatic passport, the service passport) expired, or the passport (the diplomatic passport, the service passport) became unsuitable for use, the relevant diplomatic representation or consular establishment of the Russian Federation or representation of the federal executive body knowing questions of foreign affairs, which is in limits of the border territory, including at the check point through Frontier of the Russian Federation issues it the temporary document proving his identity and granting the right to entrance (return) to the Russian Federation. Such document is also issued to the citizen of the Russian Federation living outside the territory of the Russian Federation instead of its passport (the diplomatic passport, the service passport) in the presence of the bases for temporary restriction of its right to departure from the Russian Federation, stipulated in Article the 15th this Federal Law. The procedure for execution of such document and its form are determined by authorized federal executive body.".
