2) in Article 35:

a) add Item 1 with the paragraph of the following content:

"The procedure for investment of the organizations, including foreign classification societies, powers on classification and survey of courts, including requirements to which they shall correspond, is established by federal executive body in the field of transport.";

b) state Item 2 in the following edition:

"2. Classification and survey of the courts specified in Item 1 of this Article are performed according to regulations on classification and on survey of courts, rules of survey of courts in the course of their operation, rules of technical observation of construction of vessels, rules of technical observation of production of materials and products for courts, rules of prevention of environmental pollution from courts and rules of classification and construction of vessels.

In regulations on classification and on survey of courts procedure of classification and survey of courts, the refusal bases in issue, the bases of suspension or cancellation of the ship's papers specified in subitems 3, of 8, of the 11 and 12 Item 1 of article 14 of this Code are determined.
