Article 1

1) in Item 5:

a) state subitem 2 in the following edition:

"2) the petitions for involvement of highly qualified specialists of unexecuted resolutions on purpose of administrative punishment which do not have at the time of giving for violation of the stay (residence) of foreign citizens in the Russian Federation or procedure them labor activity in the territory of the Russian Federation;";

b) add with the subitem 3 following of content:

"Concerning 3) at the time of which submission of the petition for involvement of highly qualified specialists the decision on prohibition to attract foreign citizens to labor activity in the Russian Federation as highly qualified specialists is not effective.";
