According to the Law of the Russian Federation "About the right of citizens of the Russian Federation to freedom of travel, the choice of the place of stay and residence within the Russian Federation" the Government of the Russian Federation decides:

Approve the enclosed Rules of forming, maintaining and use of basic state information resource of registration accounting of citizens of the Russian Federation in the place of stay and at the place of residence within the Russian Federation.

Rules of forming, maintaining and use of basic state information resource of registration accounting of citizens of the Russian Federation in the place of stay and at the place of residence within the Russian Federation

1. These rules determine procedure for forming, maintaining and use of basic state information resource of registration accounting of citizens of the Russian Federation by the place of stay and at the place of residence within the Russian Federation (further - the database).

2. Creation and maintaining the database is performed by the Ministry of Internal Affairs of the Russian Federation (further - the operator). The operator has the right to choose independently applied information and telecommunication technologies, program and technical means used for creation of the database and ensuring its functioning. For the purpose of ensuring access to the database the operator shall follow the production requirements accepted within functioning of single system of interdepartmental electronic interaction.

The database is kept federal state information system, in electronic form with use. Maintaining the database on papers is not allowed.
