About additional measures for deepening of economic reforms in capital construction
The Cabinet of Ministers notes that, despite the taken measures for reforming and enhancement of management of capital construction, activities of the Complex of construction and the industry of construction materials of the Cabinet of Ministers, Council of Ministers of the Republic of Karakalpakstan, khokimiyats and territorial commissions on deepening of economic reforms in capital construction do not meet the established requirements.
In the majority of regions there is no accurate development program and reforming of industry. Processes of privatization and incorporating are formally performed, large number of the state construction organizations remains. Private enterprises did not take the due place in the market of contract works yet. Low rates perform liquidation of the low-power and low-profitable construction organizations. Poorly the tender mechanism of order placement takes root, unsatisfactory is level of execution of works agreements. The facts of abuse and financial violations, artificial overestimate of property development costs and materials continue to take place.
The proper organization of work and due control of unconditional execution of government decisions for reforming and restructuring of management of capital construction from the Complex of construction and the industry of construction materials of the Cabinet of Ministers of the Republic of Uzbekistan are not provided (Isaev A. N.), the corresponding Republican and territorial commissions.
For the purpose of eradication of the allowed shortcomings and ensuring further deepening of economic reforms in capital construction, the Cabinet of Ministers decides strengthenings of role and responsibility of participants of investment process, universal implementation of market mechanisms in construction:
1. To recognize the work which is carried out by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent on reforming and enhancement of management of capital construction unsatisfactory.
