About creation of industrial quarters and organization of their activities

State policy of the Azerbaijan Republic provides all-round development of economy, including dynamic development and diversification of the industry on the basis of high technologies. As result of this successfully performed policy, in recent years within state programs of social and economic development of regions of the Azerbaijan Republic hundreds of industrial enterprises of different function were constructed and put in operation, thousands of new workplaces are open. For the purpose of further increase in production of competitive and steady industrial output in the country work on creation of industrial parks is conducted now.

One of the directions in expansion of business activity in regions and developments of industrial industries with effective use of local resources is creation in the certain cities of the country of industrial quarters. Industrial quarters represent great value from the point of view of reducing infrastructure expenses under the organization of production process, strengthening of cooperative bonds, development of small and medium entrepreneurship and the solution of other questions.

For the purpose of ensuring implementation of the actions connected with creation of industrial quarters in the country, being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic, I decide:

1. Determine that:

1.1. industrial quarter is the territory having necessary infrastructure for implementation of business activity, used by representatives of small and medium entrepreneurship for production and rendering services;

1.2. the decision on creation of industrial quarters is made by the President of the Azerbaijan Republic based on the offer of the Ministry of Economics of the Azerbaijan Republic;
