In the conditions of the political, military and economic transformations which are carried out in the Kyrgyz Republic there was urgent need in legal regulation of procedure for development of military-economic policy, strengthening of responsibility of the bodies and officials who are responsible for comprehensive preparation of the country for repelling possible aggression and allocation of sufficient assignments for defense.
The main tasks of this Concept for the period till 2005 is carrying out military-economic transformations, creation of conditions for preserving and the subsequent development of defense capacity of the country, structural adjustment of military-economic complex (further in the text of VEK) and its adaptation to conditions of market economy.
The solution of this task is reached by complex of international legal, military, economic, information, ideological and other actions, increase in mobilization readiness of the Kyrgyz Republic.
