The government of the Republic of Belarus and the Government of the Republic of Latvia which are hereinafter referred to as by the Parties

being convinced that the cooperation in the field of the prevention of catastrophic crashes, natural disasters and other emergency situations and liquidation of their effects is important for increase in welfare and safety of the population of the states of the Parties,

being guided by need of ensuring protection of the population of the states of the Parties,

in view of possibility of catastrophic crashes, natural disasters and other emergency situations which effects cannot be liquidated by forces and means of the state of one of the Parties,

considering possibility of cross-border impact of the catastrophic crashes, natural disasters and other emergency situations requiring implementation of coordinated actions of the states of the Parties

noting role of the United Nations, other international organizations in the field of the prevention of catastrophic crashes, natural disasters, other emergency situations and liquidation of their effects,

agreed as follows:

Article 1. Terms and determinations

The terms used in this agreement have the following values:

The requesting Party - the Party which competent authority makes to competent authority of other Party inquiry about assistance;

The providing Party - the Party which competent authority carries out the inquiry about assistance sent by competent authority of other Party;

group on assistance - the organized group of specialists of the Providing Party directed for assistance;

the expert - the specialist directed for the purpose of assistance to the territory of the state of the Requesting Party;
