The government of the Republic of Belarus and the Government of the Russian Federation which further are referred to as with the Parties

for the purpose of creation of equal conditions to subjects of managing in the territory of both states in the field of price policy on rail transport, in the electrical power and gas industry,

agreed as follows:

Article 1

For the purposes of this agreement of the Party unify the regulatory legal acts of the State Parties in the field of pricing determining the principles and procedure for establishment of the prices/rates for products (services) of the companies of fuel and energy complex regulated by the state.

Article 2

The parties apply in-Russian rate for export-import transportation of goods by railway transport in the message between the railroads of the Republic of Belarus and the Russian Federation.

The Belarusian Side shall apply on the specified transportations in-Russian rate taking into account all subsequent changes of its level (the price list 10-01).

Provisions of this Article become effective from the moment of introduction on Russian Railways of procedure of payments of transportation payments at the price list 10-01 rates when implementing export-import transportation of goods through boundary transitions of the Russian Federation, but no later than July 1, 2002.

Article 3

The Belarusian Side will complete creation in the Republic of Belarus of the wholesale market of overflows of the electric power (capacity) then the Parties will make efforts for creation of the single wholesale market of overflows of the electric power (capacity) with the single principles of establishment of rates for consumers of Belarus and Russia.
