"3.2. The constitution (charter), the law of the subject of the Russian Federation can provide that the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) is elected by deputies of legislative (representative) public authority of the subject of the Russian Federation according to provisions of this Item.
The citizen of the Russian Federation having according to the Constitution of the Russian Federation, the Federal Law passive voting right, not having nationality of the foreign state or the residence permit or other document confirming the right to permanent residence of the citizen of the Russian Federation in the territory of foreign state, and who reached age of 30 years can be elected by the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation).
