The government of the Republic of Belarus and the Government of the Russian Federation which are hereinafter referred to as with the Parties

understanding that regulation of the economic and other activity connected with use of cross-border water objects can be performed only taking into account interests of the states of both Parties,

considering great value of cross-border water objects for social and economic development of border regions of two states,

understanding that protection and rational use of cross-border water objects are possible only by implementation of the purposeful and coordinated measures,

based on the principle of reasonable and fair use of cross-border water objects,

being guided by the Convention on protection and use of cross-border water currents and the international lakes of March 17, 1992,

considering regulations of the Convention of the UN on the right of non-navigable types of use of the international water currents of May 21, 1997,

aiming to realize provisions of the Agreement on creation of the Union State of December 8, 1999,

agreed about the following:

Article 1 of Determination

The concepts used in this agreement mean the following:

"cross-border water objects" - any superficial and underground water objects which designate border between two states cross it or on which such border lies;

"cross-border impact" - any considerable harmful effects resulting from change of the condition of cross-border water objects caused by activities of the person which source is located fully or partially in the territory of the state of one of the Parties, for the environment of the state of other Party, health and safety of people, condition of natural ecosystems and other natural and material resources and objects;
