About the organization of obtaining, accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them in educational institutions on basic military training
For the purpose of enhancement of obtaining, accounting, storage of educational weapon and ammunition, small-caliber rifles and cartridges to them in educational institutions of the Kyrgyz Republic, I ORDER:
1. Enact since July 1, 2002 the enclosed Instruction on the organization of obtaining, accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them in educational institutions on basic military training.
2. To chiefs of managements, military commissioners of the Kyrgyz Republic:
- under the organization of obtaining, accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them to be guided by this Instruction;
- strengthen control of the organization of obtaining, accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them in subordinate educational institutions. Increase insistence to officials of military commissariats and educational institutions.
3. To impose control over the implementation of this order on the head of department of HIGHER EDUCATION INSTITUTIONS and military education and the head of department of arms of the Ministry of Defence of the Kyrgyz Republic.
4. Cancel action of the Instruction on the organization of obtaining, accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them in educational institutions, on educational Items of the companies and at schools of DOSAAF, the Commander-in-chief of land forces enacted by the order - the deputy defense secretary of the USSR of 27.04.1982 No. 30.

GENERAL PROVISIONS
1. This Instruction is intended for management under the organization of obtaining, accounting, storage of educational weapon * and ammunition **, small-caliber rifles and cartridges to them in educational institutions ***.
(* Here and in the further text of this Instruction "educational weapon" is implied as the supplies issued to educational institutions according to sheets the educational Kalashnikovs (K) and earlier issued submachine guns of design of Shpagin G. S. (PP-41), Degtyarev's machine guns (RPD, DP, the PDM), Kalashnikov machine guns (RPK, by the personal computer), carbines (SKS, обр. 1938, 1944), sniper rifles of Dragunov (SRD), grenade launchers (RPG-2, RPG-7).

2. Military commissioners (the director of educational institution) are responsible for the organization, safety, condition of educational weapon and ammunition in subordinate educational institutions, shall have constantly exact data on availability and condition of educational weapon and ammunition, to provide the strict procedure in the organization of their protection, accounting, storage, issue and use excluding possibilities of loss and plunders, to organize checks of condition of storage locations of educational weapon and ammunition, and also to immediately take measures to elimination of the revealed shortcomings.
The military commissioners (the director of educational institution) who did not take official measures to ensuring safety of educational weapon, ammunition, small-caliber rifles and cartridges to them and also persons who committed plunders or loss of educational weapon, ammunition, small-caliber rifles and cartridges are made responsible in the procedure established by the Legislation.
3. The direct responsibility for accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them is born by the military head or persons designated by the order of the military commissioner (the director of educational institution).
The above-stated persons are without fail approved with bodies of service of homeland security and lists are provided in authorization system of the District Department of Internal Affairs.
Specified persons shall know well rules of obtaining, accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them, distinctions in branding, marking and appearance of educational and fighting ammunition, and also to constantly have exact data on their availability and condition.
Annually the commission of military commissariats (educational institutions) under the chairmanship of the military commissioner (the director of educational institution) carries out estimates of their activities.
Besides, candidacies are considered for temporary fulfillment of duties of these officials.
4. When changing persons specified in Art. 3 (in case of release from post, departure in business trip, leave or on long-term treatment) educational weapon and ammunition, small-caliber rifles and cartridges to them, and also documents of accounting are transferred under the act (appendix 1).
When changing the military commissioner (the director of educational institution) acceptance (transfer) of educational weapon and ammunition, small-caliber rifles and cartridges to them is made in the presence of the representative of the Ministry of Defence of the Kyrgyz Republic (The ministry of national education and culture), and when changing persons directly responsible for their accounting, storage and use - in the presence of the military commissioner (the director of educational institution). The act of acceptance (transfer) of educational weapon and ammunition, small-caliber rifles and cartridges to them affirms the military commissioner (the director of educational institution).
5. Educational weapon and ammunition, small-caliber rifles and cartridges to them are issued to educational institutions for carrying out basic military training and general preparation according to the sheets approved by the chief of General staff.
The educational weapon issued to educational institutions shall be remade on special specifications and have:
- segment cut on state part of trunk from below (at software-41sverkhu);
- end-to-end cut at the beginning of the channel of trunk with its exit to the area of cartridge chamber 4 mm wide. and length at joint stock company and RPK - 48 mm., at SKS - 38 mm., at PP-41 - 51 mm., at RPD - 48 mm., at DP and PDM - 65 mm., at SVD - 60 mm., at the personal computer - 52 mm., at carbines обр. 1938 and 1944 - 57 mm.;
- cut baizes in all samples of weapon;
- sawn round cock (at joint stock company, RPK, AKM, SKS, SVD) or rack of closing frame (at RPD) in the place of blow to the drummer;
- the built-in trunk limiter in receiver (at PP-41, DP, the PDM, the personal computer) interfering statement of trunk from military weapon on educational;
- to ductule on state part of trunk (at PP-41, DP, the PDM, the personal computer) for occurrence of the limiter of the trunk acting in receiver;
- end-to-end longitudinal grooves in front part of trunk from above and in receiver cover;
- text "educational" on trunk and branch pipe of grenade launchers.
The case of educational grenades shall have black color, on it text "educational". This text is, as a rule, put above or below regular marking, on one party with product index. Marking is not applied on educational hand-grenades of F-1, and the brand "hall" at the bottom of the case is made, besides, cross and longitudinal white strips are applied on the case.
On levers of educational fuses to hand-grenades there shall be text "educational".
On boxes with educational hand-grenades text "educational", the brand of the grenade, the number of grenades in box, box weight with garnets are put.
Marking on engineering ammunition is applied directly on the case (in a visible place) with marking paint of black color on light surfaces and white color on black. On some ammunition marking is put with shock method, method of casting, pressing or stamping. Each mine, detonator shall have the marking containing: the code of product, the code of manufacturing plant, batch number, year of production, symbol (code) of explosive which equips ammunition. On educational ammunition on site of the code of explosive the white strip 7-10 mm wide is put.
Packing-cases with engineering ammunition shall have the marking executed by cliche of black color and containing: the code of product and quantity, the code of manufacturing plant, batch number, year of production, the code of explosive, weight gross in kg. On boxes with educational ammunition on site of the code of explosive the white strip 15 mm wide is put. and 100 mm long.
6. The educational weapon and ammunition, small-caliber rifles and cartridges to them which are available in educational institutions shall be stored in specially equipped room for storage of weapon. Suitability of the room for storage of weapon is determined by the commission as a part of representatives of district (city) law-enforcement bodies, military commissariat, bodies of national education about what the statement in triplicate is drawn up. The first copy of the act is stored in district (city) Department of Internal Affairs, the second - in military commissariat and third - in educational institution.
Individual protection equipment, radio stations, devices of radiation and chemical survey and other educational property on basic military training shall be stored in laboratorian or military offices on the equipped racks, show-windows and cases (separately).
In the period of school vacation educational weapon, ammunition and small-caliber rifles are given in military commissariats in the place of dislocation.
7. It is strictly forbidden:
- use educational weapon, small-caliber rifles and cartridges to them for other purposes which are not connected with accomplishment of exercises of firing practice and questions of the Program of basic military training of youth;
- bring educational weapon and ammunition by repair and completion into the condition suitable for fighting use;
- carry out firing of any type by cartridges from educational weapon;
- store the educational weapon which does not have factory numbering;
- store military weapon, cartridges to it, hand-grenades, anti-tank and antipersonnel mines, explosives, signal flares, imitating means and blank cartridges in the room for storage of weapon (except small-caliber rifles and cartridges to them), in teacher's offices and in other rooms.
OBTAINING, REGISTRATION AND TRANSPORTATION OF EDUCATIONAL WEAPON AND AMMUNITION, SMALL-CALIBER RIFLES AND CARTRIDGES TO THEM
8. Educational weapon and ammunition, small-caliber rifles are issued to educational general education institutions on basic military training by dovolstvuyushchy bodies of the Ministry of Defence of the Kyrgyz Republic for job specifications through military commissariats, and small-caliber cartridges acquire according to the request of the director of educational institution based on the statement from the order of the military commissioner, through the Ministry of Defence of the Kyrgyz Republic.
The procedure for reclamation, obtaining, transportation and delivery of educational weapon and ammunition, small-caliber rifles and cartridges to them is determined in Chapter 7 of the Regulations on basic military training of youth.
9. Educational general education institutions on basic military training receive educational weapon and ammunition, small-caliber rifles and cartridges in district (city) military commissariats in the presence of specially equipped room for their storage and permission of law-enforcement bodies.
Receipt of educational weapon and ammunition, small-caliber rifles and cartridges to them is performed by persons directly responsible for accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them, upon presentation of identity documents, the power of attorney and permission of law-enforcement bodies. In case of receipt of educational weapon and ammunition these persons, and also persons performing issue of this weapon and ammunition in district (city) military commissariat shall be convinced of their purpose according to the specifications specified in Art. 5 of the Instruction.
10. Educational weapon and small-caliber rifles shall be registered in law-enforcement bodies in a month and permission to the right of their storage which is drawn up addressed to the director of educational institution for a period of three years is got.
In the presence of permission to the right of storage of educational weapon educational institutions are allowed to receive small-caliber cartridges.
11. In case of release from post of the director of educational institution, and also when changing the address or the name of educational institution permission to the right of storage of weapon shall be renewed in 10-day time.
12. Educational institutions for training of youth for hitting qualifying standards of the GTO complex on firing are allowed to store small-caliber rifles in number of no more than 10 units, and in the highest, average special educational institutions - no more than 8 units of such weapon.
13. Transportation (transferring) of educational weapon and ammunition, small-caliber rifles and cartridges to them from military commissariats to educational institutions is performed by forces and means of bodies of national education, the Ministry of Labour and Social Protection.
In transit (transferring) weapon and small-caliber rifles shall be discharged and surely covered, and educational ammunition and small-caliber cartridges - in packed form and are sealed.
14. For protection and maintenance of the transported (postponed) educational weapon and ammunition, small-caliber rifles and cartridges to them within the area the director of educational institution appoints at least two people.
ACCOUNTING, ISSUE AND CARRYING OUT OF EDUCATIONAL WEAPON AND AMMUNITION, SMALL-CALIBER RIFLES AND CARTRIDGES TO THEM
15. In educational institutions, military commissariats service educational weapon and ammunition, small-caliber rifles and cartridges to them are considered according to the book of accounting of availability and movement of educational weapon, ammunition, small-caliber rifles, cartridges to them and organic educational property (appendix 2) which shall be numbered, strung together and under seal local law-enforcement body.
The basis for receipt of the received educational weapon and ammunition, small-caliber rifles and cartridges to them is the delivery note.
16. Issue and carrying out of educational weapon and ammunition are made on the classes given directly in educational institution on field occupations and for carrying out firing practice in the shooting galleries belonging to educational institutions with the permission of the director of educational institution.
If field classes are given by method of charges, then in places of their carrying out the room for storage of weapon shall be equipped and its protection is organized.
17. With the permission of military commissariat educational weapon, ammunition and small-caliber rifles can be issued in other educational institutions for teaching basic military training; at the same time the right to their obtaining is represented to persons specified in Art. 3. The received educational weapons and ammunition shall be returned in day of their issue (after training). Transportation (transferring) of educational weapon from one educational institution in other educational institution is performed according to requirements of Art. 13 - 14.
18. In case of issue and carrying out (including persons specified in the station 3) of educational weapon and ammunition, small-caliber rifles and cartridges to them occupations and firing practice and after their return make the corresponding entry in the book of issue of educational weapon, ammunition, small-caliber rifles, cartridges to them and organic educational property (appendix 3) which shall be numbered, strung together and under seal this educational institution.
19. Accounting of educational literature, benefits, charters, manuals and posters on basic military training is conducted in the book of accounting of literature and visual aids (appendix 5).
STORAGE AND SAVING OF EDUCATIONAL WEAPON AND AMMUNITION, SMALL-CALIBER RIFLES AND CARTRIDGES TO THEM
20. The room for storage of weapon shall meet the following requirements:
- be isolated from other utility, service premises by main walls, ceiling overlapping and floor which shall be strong and exclude possibility of penetration into the room. Internal walls (partitions) shall be equivalent on durability to the coupled gipsobetonny panels 80 mm thick. everyone, with the steel lattice laid between them or brick wall 120 mm thick., the reinforced metal gauze. In earlier built buildings the partitions from boards strengthened by steel lattices are allowed;
- have two doors with strong and reliable locks (at least two internal locks), at the same time outside clapboard odnopolny, at least 40 mm thick., upholstered from two parties with galvanized roofing steel, with bend of sheet edges on door end face, internal - trellised steel. The outside door shall be sealed by mastic (sealing wax) seal or seal. The doorway frame (door box) is carried out from steel profile. In earlier built buildings the wooden door boxes strengthened by steel angle-piece of 30х40 mm in size are allowed., at least 5 mm thick., closed up in wall by ten probes from reinforcing steel with a diameter of 10-12 mm. and at least 120-150 mm long. In the presence of ventilating windows, hatches on them steel lattices with cells no more than 100х100 mm are established., the penetrations excluding opportunity through these systems;
- have on window openings from the inside of the room or between frames steel lattices. In the rooms located on the first floor, window openings are equipped metal or wooden (upholstered from two parties with sheet galvanized steel) with sun blind. The ends of rods of lattices in window openings are closed up on depth at least 80 mm. also are filled in with concrete. Sun blind of window openings shall be locked and sealed by mastic (sealing wax) seal or seal. The lattices established in door, window openings and for strengthening of walls (partitions) are carried out from steel rod with a diameter at least 15 mm. Rods cook in each cross hairs, forming cells no more than 150х150 mm.;
- be the equipped security alarm system, power supplies equipped with the main and reserve, the design of the security alarm system shall provide reliable operation when opening storage locations, in case of posting damage, and also action of sound, light signal in case of open door and not to have the interlock for shutdown of signal. Information from the security alarm system on opening of storage locations shall be is reserved is removed on the panel of centralized observation of law-enforcement bodies;
- have the fire extinguisher;
- passing of engineering networks with a diameter more than 200 mm. through the room it is not allowed.
21. The room for storage of weapon which by the sizes allows to place in it except educational weapon and ammunition of small-caliber rifles and cartridges to them other organic educational property, shall be divided by internal wall (partition) or steel lattice with door according to requirements of Art. 20 of this Instruction.
Educational weapon and ammunition, small-caliber, air rifles and cartridges to them shall be stored in distant part of the room. Individual remedies, radio stations, devices of radiation and chemical survey and other organic property can be stored in near part of the room.
22. Educational weapon and small-caliber rifles shall be stored in metal cases (pyramids) which thickness of walls shall be at least 3 mm., with reliable internal or the padlock and to be sealed by mastic (sealing wax) seal.
23. Educational weapon is stored separately from small-caliber rifles. In the absence of separate case (pyramid) it is allowed to store educational weapon together with small-caliber rifles; at the same time the place of its storage is designated by text "Educational weapon". Locks from small-caliber rifles are allowed to be stored in the separate safe.
24. Shops, butterdishes, accessories, bayonet knives and bags for shops are stored in case (pyramid) together with educational weapon on appropriate places (in nests).
25. Cartridges to small-caliber rifles shall be stored in the separate iron box (safe) closed on the lock and sealed by mastic (sealing wax) seal. Installation (fixing) of box (safe) to wall or floor shall exclude possibility of its carrying out together with cartridges. It is allowed to build in iron box (safe) in case (pyramid) for storage of weapon; at the same time it shall be reliably welded (is fixed) on the bottom of case (pyramid), to be closed on the lock and to be sealed by mastic (sealing wax) seal.
26. Educational ammunition shall be stored on the equipped racks, and educational cartridges, besides, - in nests of wooden support (in vertical position). Under each type of ammunition the label with text of the name of ammunition is pasted.
27. In the room for storage of weapon there shall be belongings list (appendix 6) in which quantity of cases (pyramids), boxes (safes) with indication of their accession numbers are brought and by what seal they are sealed, and also quantity of educational ammunition.
28. On doors of cases (pyramids) and boxes (safes) the inventory with indication of type and quantity of the educational weapon which is stored in them, small-caliber rifles and cartridges to them is from the inside hung out (appendices 7 and 8).
At each nest of case (pyramid) the label with indication of type, series and numbers of educational weapon and small-caliber rifles shall be pasted.
29. Room keys for storage of weapon, cases (pyramids) and boxes (safes) are stored at person directly responsible for accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them; reserve keys - in the safe at the director of educational institution in the box sealed by mastic (sealing wax) seal of person directly responsible for accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them.
In case of loss (loss) of room keys for storage of weapon, cases (pyramids), boxes, safes locks are subject to immediate replacement.
30. The room for storage of weapon for lack of the face directly responsible for accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them, can be opened by the director of educational institution in the presence of two employees of educational institution; at the same time in the magazine of control of accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them (appendix 4) is made record in which date of check (opening) and quantity being in cases (pyramids), boxes (safes) of educational weapon and ammunition, small-caliber rifles and cartridges to them is specified. Record is certified by the signature of person which opened the room and persons, attendees at the same time.
31. In case of storage of educational weapon and small-caliber rifles in cases (pyramids) the following requirements shall be observed:
- the automatic machine is discharged and delivered on safety lock, the shop is separated, the bayonet knife is removed, the trigger is pulled;
- the carbine with open lock, cock is turned to the left, the bayonet is established in marching provision;
- the manual machine gun is discharged, the shop is separated, the closing frame from fighting platoon is lowered;
- the grenade launcher is stored in vertical position, the trigger is pulled from fighting platoon, the aim level and front sight are lowered, the riflescope is removed and is stored in the same pyramid in cover;
- the small-caliber rifle is discharged, the trigger is pulled, the lock can be removed and separately be stored;
- belts are fastened.
Educational weapon and small-caliber rifles shall contain in good repair, set, purity and are greased with gun lubricant.
32. Cleaning and lubricant of educational weapon and small-caliber rifles shall be made in specially equipped places in the presence of persons directly responsible for their accounting, storage and use; at the same time it is necessary to be guided by the corresponding manuals on shooting case.
33. Cases of plunder and loss of educational weapon, small-caliber rifles and cartridges to them shall be investigated immediately, and guilty persons - to be made responsible.
In these cases the director of educational institution shall report immediately the matter to law-enforcement bodies in place of registration of educational weapon and small-caliber rifles, the military commissioner and take urgent measures on their search.
In all cases of plunder and loss of educational weapon, small-caliber rifles and cartridges the military commissioner shall report at the command of in accordance with the established procedure SNB of the Kyrgyz Republic, body of military prosecutor's office. Further arrives according to Art. 4 of the Instruction "About the organization of accounting, storage and issue of small arms and ammunition to it in Armed Forces of the Kyrgyz Republic".
CONTROL OF ACCOUNTING, STORAGE OF EDUCATIONAL WEAPON AND AMMUNITION, SMALL-CALIBER RIFLES AND CARTRIDGES TO THEM
34. Control of accounting, storage of educational weapon and ammunition, small-caliber rifles and cartridges to them is performed: The Ministry of Defence of the Kyrgyz Republic, the Ministry of Internal Affairs of the Kyrgyz Republic, the Ministry of homeland security of the Kyrgyz Republic and bodies subordinated to them on places, the ministries.
Checks of accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them are carried out in case of comprehensive, private (on single questions) checks of basic military training in educational institutions and, as required, in the presence of the director of educational institution.
District (city) military commissariats, departments and bodies of the Ministry of Internal Affairs shall carry out such inspections at least two times a year.
35. The director of educational institution to them performs control of accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges at least once in 3 months.
Persons directly responsible for accounting, storage and use of educational weapon and ammunition, small-caliber rifles and cartridges to them, shall check their availability and condition in case of each opening of the room for storage of weapon, and including if the room was not opened, - at least once a week.
36. Results of check are registered control of accounting and storage of educational weapon and ammunition, small-caliber rifles and cartridges to them (appendix 4).
37. In case of violation of requirements of the Instruction for accounting, storage of educational weapon and ammunition, small-caliber rifles and cartridges to them and their illegal use perpetrators are made responsible.
REPAIR AND WRITE-OFF OF EDUCATIONAL WEAPON AND AMMUNITION, SMALL-CALIBER RIFLES AND CARTRIDGES TO THEM
38. Repair of educational weapon, ammunition and the issued small-caliber rifles to educational institutions is made through military commissariats in repair shops of the Ministry of Defence of the Kyrgyz Republic according to job specifications of the Ministry of Defence of the Kyrgyz Republic without collection of payment.
Delivery of educational weapon, ammunition and small-caliber rifles in repair is made according to the delivery sheet in which the name, series, number of weapon (ammunition) and the list of defects is specified.
39. Educational weapons and small-caliber rifles, unsuitable for training, are subject to delivery in dovolstvuyushchy bodies of the Ministry of Defence of the Kyrgyz Republic.
In case of liquidation of educational institution service weapon and ammunition, small-caliber rifles and cartridges to them, individual protection equipment, devices of radiation and chemical survey and other educational property on basic military training are given in district (city) military commissariat and based on delivery notes on delivery are written off from books of accounting.
40. Small-caliber cartridges are written off by the director of educational institution based on the act with appendix of sheets of issue of cartridges for carrying out firing practice, through military commissariat.
