About measures for creation of the Electronic Register of services.
For the purpose of collection in single source of data on services and their systematization, elimination of duplication in rendering services and ensuring mobility of management in this area by creation of new types of service, increase in opportunities of the analysis and forecasting on services, being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic I decide:
1. Create the Electronic Register of services (further - the Electronic Register).
2. To the state services agency to citizens and social innovations in case of the President of the Azerbaijan Republic:
2.1. provide the organization and functioning of the Electronic Register specified regarding 1 this Decree;
2.2. once a year to inform the President of the Azerbaijan Republic on the work done in connection with maintaining the Electronic Register;
2.3. Organize the direction of addresses (offers and claims) connected with the services rendered by the structures provided by part 3 presents of the Decree in the subjects considering addresses on concern and provision of answers to them by means of the Electronic Register;
2.4. Perform assessment of the services included in the Electronic Register, being guided by the following parameters, components "Index of service ASANAS":
2.4.1. informing on service (informing on the documents required for service and service fee, efficiency of answers to appeals to service desk, etc.);
2.4.2. possibilities of the appeal to service (electronic, post, direct);
2.4.3. term of rendering service;
2.4.4. electronization of the information resources used in the organization of service and integration with information systems of other state bodies;
2.4.5. carrying out the training in employees connected with the organization of services;
2.4.6. mechanisms of claims and control;
2.4.7. mechanisms of measurement of satisfaction of citizens;
