Bring in resolutions of the Cabinet of Ministers of Ukraine of April 27, 2011 No. 464 "Questions of the defense order" (The Official Bulletin of Ukraine, 2011, No. 34, Art. 1402; 2012, No. 97, Art. 3911; 2013, No. 68, the Art. 2485, No. 75, the Art. 2774) and of April 23, 2014 No. 117 "About implementation of advance payment of the goods, works and services which are purchased for budgetary funds" (The Official Bulletin of Ukraine, 2014, No. 34, the Art. 916, No. 76, the Art. 2151) changes which are applied.

1. To add Item 27 of the Procedure for planning, forming, placement and adjustment of the state defense order, and also the control of its accomplishment approved by the resolution of the Cabinet of Ministers of Ukraine of April 27, 2011 No. 464, with the paragraph of the following content:
"In the conditions of the special period, emergency state and during conducting anti-terrorist operation the advance payment on conditions which are determined by the state customer proceeding from need of satisfaction of compelling needs, availability of financing of expenses and reasons for carrying out such payment by contractors of the defense order can be provided in public contracts on purchase, upgrade and repair of arms, the military and special equipment.".
