The declaration of heads of the State Parties of the Commonwealth of Independent States on the international obligations in the field of human rights and fundamental freedoms

of September 24, 1993

Heads of the State Parties of the Commonwealth of Independent States,

in view of relevance of the problems connected with respect for human rights including the rights of persons belonging to ethnic minorities in the territory of all State Parties of the Commonwealth,

confirming that in the Almaty declaration of December 21, 1991 the State Parties of the Commonwealth declared intention to guarantee accomplishment of the international obligations following from contracts and agreements of the former USSR according to the constitutional processes

noting responsibility of the State Parties of the Commonwealth in protection of the rights and personal freedoms,

considering that the State Parties of the Organization for Security and Co-operation in Europe undertook to consider question of participation in the International Covenant on Civil and Political Rights, the Optional protocol to it, the International Covenant on Economic, Social and Cultural Rights, and also other international agreements in the field of human rights,

confirming the commitment to the purposes and the principles enshrined in the Charter of the UN and the Universal declaration of the UN on human rights

DECLARE that the State Parties of the Commonwealth of Independent States:

1. Provide accomplishment of obligations in the field of human rights and fundamental freedoms following from international treaties and agreements which participant was USSR;

2. In the shortest possible time will solve if they did not make it, the questions connected with registration of legal succession concerning the contracts and agreements on human rights mentioned in Appendix to this Declaration;

3. During the meetings of heads of the State Parties of the Commonwealth of Independent States will regularly discuss the problems connected with accomplishment of international treaties and agreements on human rights for the purpose of identification and removal of obstacles for effective respect for human rights and fundamental freedoms;
