Article 1

The this Protocol determines the main legal and organizational conditions of use of smart plastic cards as measure of providing customs payment in case of transit and the goods delivery under customs control in state members of EurAsEC.

Article 2

For the purposes of the this Protocol the basic concepts in the following values are used:

Smart plastic card - the customs card having the built-in microprocessor.

The customs card - access facility to money via electronic terminals or other devices which contains information allowing the holder of such card to make customs payments and reservation of money for the customs purposes.

Customs payments - the customs duty, taxes, customs duties and other payments levied according to national legal systems customs authorities of state members of EurAsEC.

Customs cards are issued by authorized credit institutions (emitting banks) for reservation of the money necessary for providing customs payment in case of movement of goods through borders of state members of EurAsEC or customs payment, penalty fee, penalties and the percent which are subject to payment according to the legislation of state members of EurAsEC.
