The government of the Russian Federation and the Government of the Republic of Armenia which are hereinafter referred to as with the Parties

agreed as follows:

Article 1

Trade between the Russian Federation and the Republic of Armenia is performed without withdrawals from free trade regime, except for:

the goods falling under operation of the Russian legislation on export rate, licensing and quoting existing at the time of carrying out customs clearance of goods in case of their export from the Russian Federation to the Republic of Armenia;

the goods imported on customs area of the Russian Federation from the Republic of Armenia, specified in appendix to the this Protocol, and also falling under operation of the legislation of the states of the Parties on licensing and quoting of the commodity import (works, services) operating at the time of carrying out customs clearance of goods.

Article 2

1. Concerning the goods specified in Article of 1 this Protocol, the Parties provide each other regime of the most favored nation in that, as for:

customs duties, taxes and fees levied during the exporting and/or commodity import including methods of collection of such duties, taxes and fees;

the provisions concerning customs clearance of import, transit, transportation, warehousing, overload and other similar services;

payment methods and payment transfer;

issues of export and/or import licenses;

the rules concerning sale, purchase, transportation, distribution and use of goods in the domestic market.

2. Provisions of Item 1 of this Article are not applied to benefits:

to the third countries provided to the either party for the purpose of creation of custom union or the free trade area or as a result of creation of such union or zone; provided developing and/or to the least developed countries according to the legislation of the states of the Parties;
