About openness of use of public means

This Law determines conditions and procedure for ensuring access to information on use of public means by managers and receivers of means state and local budgets, subjects of managing of the state-owned and utility property, funds of obligatory national pension and social insurance.

Section I General provisions

Article 1. Determination of terms and scope of the Law

1. In this Law the stated below terms are used in such value:

1) No. 4158-IX is excluded according to the Law of Ukraine of 18.12.2024

2) public means - means of the government budget (except secret expenses), the budget of the Autonomous Republic of Crimea and local budgets, the credit resources provided under the state and local guarantees, means of the National Bank of Ukraine, national banks, state trust funds, the Pension fund of Ukraine (further - the Pension fund), Fund of obligatory national social insurance of Ukraine on unemployment case, and also means of subjects of managing of the state-owned and utility property received by them from their economic activity;

3) subjects of managing of the state-owned and utility property (further - the companies) - the companies formed in accordance with the established procedure by public authorities, authorities of the Autonomous Republic of Crimea or local government bodies and representatives on receipt of public funds, adoption on them of obligations and implementation of payments, including the state, state, utility companies, and also economic societies in which authorized capital the state or utility share fraction (share, shares) exceeds 50 percent, their affiliated enterprises, and also the companies, economic societies in which authorized capital 50 and more percent belong to the state, including state, utility companies and economic societies in which authorized capital the state or utility share fraction (share, shares) exceeds 50 percent, merging of such companies.
