According to the subitem 91) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the Order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701, I ORDER:
1. Approve the enclosed standard rates of storage of material values of the state material reserve, except for medicines and medical products of mobilization reserve.
2. To provide to committee on the state material reserves of the Ministry of national economy of the Republic of Kazakhstan:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan its direction on official publication in periodic printing editions and in information system of law of Ad_let;
3) placement of this order on Internet resource of the Ministry of national economy of the Republic of Kazakhstan.
3. Declare invalid the order of the Minister of Emergency Situations of the Republic of Kazakhstan of June 9, 2014 No. 278 "About approval of standard rates of storage of material values of the state material reserve" (registered in the Register of state registration of regulatory legal acts for No. 9542, published on July 4, 2014 in information system of law of Ad_let).
4. This order becomes effective after ten calendar days after day of its first official publication.

1. These standard rates of storage of material values of the state material reserve, except for medicines and medical products of mobilization reserve are developed according to the subitem 91) of Item 16 of the Regulations on the Ministry of Emergency Situations of the Republic of Kazakhstan approved by the Order of the Government of the Republic of Kazakhstan of October 23, 2020 No. 701 and provide technical requirements on content and storage conditions of material values of the state material reserve, except for medicines and medical products of mobilization reserve.
2. Storage of flour-grinding and groat products is performed in the storage facilities answering to ecological, construction, fire and sanitary and epidemiologic requirements in the conditions of ensuring safety of food products and excluding possibility of its passing pollution.

12. Temperature of flour and grain is measured in cold season at least 1 time a month, and in warm - at least 2 times.
13. Humidity and acidity of flour and grain is determined at least 1 time a month.
14. Expiration dates of flour and grain different are established by the manufacturer.

2) canned food fish and milk keeps within stacks 3-4 packets wide, depending on design and type of warehouse.

48. For observation of safety of quality of sugar, ensuring the best air circulation, conveniences in use of mechanisms during the handling and transport and warehouse works and for the purpose of observance of Fire safety regulations when stacking sugar in warehouses passes (drives) of the following sizes are left:
on perimeter in the heated warehouses (sections) from columns or heating batteries and in not heated from walls by width - meter 0,5, between stacks - meter 0,5.
Width of drives is established depending on the minimum radius of turn of the electric lift truck with specific hinged adaptation.
49. For the purpose of ensuring fire safety, the distance between the upper ranks of stacks with sugar and overlapping of warehouse or lamps is left at least - meter 0,5.
50. Expiration dates of sugar are established by the manufacturer.
50-1. The packed white sugar is stored in warehouse in case of the air temperature not above 40 °C and relative humidity of air not higher than 75% for lump sugar and not higher than 70% for crystal and icing sugar.
50-2. In case of storage of white sugar it is necessary to exercise constant control behind temperature and relative humidity of air in warehouses.
51. Vegetable oil is produced from seeds and fruits of different plants: sunflower, cotton, soy, peanut, flax, castor-bean tree, colza, mustard, etc. by pressing or extraction. For the food purposes the oil made by pressing is mainly used.
52. Vegetable oil is placed in specially equipped oil facilities which part are: reservoir park, product pumping point, drain and bulk platform, technological products pipelines and weight.
53. The technical and sanitary equipment of oil facilities shall provide carrying out all transactions on acceptance and leave of oil at the scheduled time, complete quantitative and high-quality safety of products in case of acceptance, storage, leave and transfers.
