based on the Agreement on creation Allied, the states of December 8, 1999 and for the purpose of further rapprochement of the people of the states and ensuring integration in different spheres of the state and public life,

in view of regulations of the Contract between the Russian Federation and the Republic of Belarus on the equal rights of citizens of December 25, 1998,

for the purpose of proper accounting of the foreign citizens and stateless persons who are temporarily driving to the Russian Federation and/or the Republic of Belarus and control of their temporary stay in the territories of the states of the Parties,

agreed as follows:

Article 1

Action of this agreement extends to the foreign citizens and persons without citizenship driving in the territory of the states of the Parties from the territory of the third state.

Article 2

For the purposes of this agreement the terms stated below mean the following:

"foreign citizen" - the physical person who is not the citizen of the Russian Federation or the Republic of Belarus and having the evidence of the belonging to nationality (citizenship) of the third state or the person without citizenship who does not have the evidence of the belonging to nationality (citizenship) of the third state;
