Determine that in 2015 Bases of forming of indexes of change of the amount of payment of citizens for the utilities in the Russian Federation approved by the order of the Government of the Russian Federation of April 30, 2014 No. 400 "About forming of indexes of change of the amount of payment of citizens for utilities in the Russian Federation" are applied taking into account the following features:
a) changes of values of indexes of change of the amount of the payment for utilities brought by citizens on average on subjects of the Russian Federation and (or) values of maximum permissible variations on certain municipalities from the size of the specified indexes on subjects of the Russian Federation (further respectively - index on the subject of the Russian Federation, variation on the subject of the Russian Federation) for 2015 can be performed by the Government of the Russian Federation on representation of Federal Tariff Service without observance of provisions of the paragraph of the fifth Item 12 and Item 20 of Bases of forming of indexes of change of the amount of payment of citizens for utilities in the Russian Federation;
b) the motivated offer of the management official of the subject of the Russian Federation (the head of the supreme executive body of the government of the subject of the Russian Federation) on change of index on the subject of the Russian Federation and (or) variation on the subject of the Russian Federation (further - the motivated offer) goes to Federal Tariff Service no later than April 10, 2015 in time;
c) the following documents and materials (the originals or copies certified properly) are attached to the motivated offer:
