Responsibility for non-execution of this Law by officials of state bodies is conferred on the head, and in case of its absence - on the secretary of state or the deputy manager, or the chief of staff of the relevant state body.
Responsibility for non-execution of this Law by officials of local government bodies is conferred on the head, and in case of its absence - on the deputy manager of local government body.".
