For the purpose of enhancement of structure of federal executive bodies, according to article 112 of the Constitution of the Russian Federation and the Federal constitutional Law of December 17, 1997 "About the Government of the Russian Federation" I decide No. 2-FKZ:

1. Form Federal agency for nationalities.

2. Determine that the Federal agency for nationalities performs the following functions:

a) development and realization of the state national policy, state policy in the field of social and cultural adaptation and integration of foreign citizens in the Russian Federation, and also normative legal regulation and rendering the state services in the field of the state national policy, social and cultural adaptation and integration of foreign citizens in the Russian Federation;

b) implementation of the measures directed to strengthening of unity of the multinational people of the Russian Federation (the Russian nation), ensuring interethnic concord, ethnocultural development of the people of the Russian Federation, protection of the rights of ethnic minorities and indigenous ethnic groups of the Russian Federation;

c) interaction with national and cultural autonomies, the Cossack societies and other institutes of civil society;

d) development and realization state and federal target programs in the field of the international relations;

e) control of realization of the state national policy;

e) implementation of the state monitoring in the field of the international and interfaith relations;

g) prevention of any forms of discrimination on signs of racial, national, religious or language identity;

h) prevention of attempts of kindling of racial, national and religious discord, hatred or hostility.

3. Determine that:

a) management of activities of Federal agency for nationalities is performed by the Government of the Russian Federation;

b) the head of Federal agency for nationalities is appointed to position by the Government of the Russian Federation.
