About the state secret

This Law governs the relations arising in connection with reference of data to the state secret, protection and use, its classification or declassification for the purpose of safety of the Azerbaijan Republic.

Chapter I. General provisions

Article 1. Basic concepts

1.0. In this Law the following basic concepts are used:

1.0.1 The state secret - the data protected by the state connected with military, foreign policy, economic, intelligence, counterintelligence and operational search activity and which distribution can cause damage to safety of the Azerbaijan Republic;

1.0.2. Carriers of the data which are the state secret - material objects, including physical fields in which the data which are the state secret find the display in the form of symbols, images, signals, technical solutions and processes;

1.0.3. System of protection of the state secret - set of the bodies of protection of the state secret used by them means and methods of protection of the data which are the state secret and their carriers, and also events held for this purpose;

1.0.4. The admission to work with the state secret - procedure for registration of the right of citizens to access to the data which are the state secret, and the companies, organizations and the organizations - on work with use of such data;

1.0.5. Access to work with the data which are the state secret - the procedure for acquaintance of the particular person with the data which are the state secret authorized by the authorized official;

1.0.6. Security classification - the details testimonial of degree of privacy of the data containing in the data carrier or in the accompanying documentation on it;

1.0.7. Means of information protection - the technical, cryptographic, program and other means intended for protection of the data which are the state secret, means in which they are realized, and also control facilities of efficiency of information security;

1.0.8. The list of the data which are the state secret - set of groups of data according to which data belong to the state secret and are coded on the bases and according to the procedure, established by the legislation.
