About creating favorable conditions for the international motor transportations

The governments of state members of the Shanghai Cooperation Organization which are hereinafter referred to as by the Parties

aiming to strengthen mutual trust, friendship and equal cooperation between the states of the Parties,

being guided by the purposes and the principles of the Charter of the Shanghai Cooperation Organization of June 7, 2002,

recognizing importance of ensuring reliable and effective international motor transportations for development of the foreign trade bonds of the states of the Parties,

intending and to enhance further conditions of the international motor transportations of passengers and loads on the basis of the available experience and the corresponding international treaties,

agreed as follows:

Article 1.

Main objectives of this agreement are:

creating favorable conditions for the international motor transportations;

coordination of efforts of the Parties for development of the international motor transportations;

simplification and harmonization of documentation, procedures and requirements of the Parties concerning the international motor transportations.

Article 2.

The concepts used in this agreement mean the following:

"the international motor transportation" - transportation of goods or passengers on vehicles with crossing of border of the state and (or) through the territory of the state at least one of the Parties;

"carrier" - physical person or legal entity which is registered in the territory of the state of one of the Parties and is allowed according to the legislation of the state of this Party to implementation of the international motor transportations;

"driver" - physical person which is allowed by competent authority of the state of the Party to vehicle control;
