For the purpose of ensuring single state policy on development, production, realization, acquisition and use of special technical means for removal of information from communication channels, other means of secret receipt of information I decide:
1. Determine that realization of state policy on development, production, realization and acquisition of special technical means for removal of information from communication channels, other means of secret receipt of information and to ensuring the state control and coordination of activities of state bodies in this sphere is performed by the Security Service of Ukraine.
2. To the Cabinet of Ministers of Ukraine to approve in three-months time Regulations on procedure for development, production, realization and acquisition of special technical means for removal of information from communication channels, other means of secret receipt of information.
3. The Security Service of Ukraine submit to the Cabinet of Ministers of Ukraine proposals on entering into the legislation of Ukraine of changes concerning control of development, production, realization, acquisition and use of special technical means for removal of information from communication channels, other means of secret receipt of information.
