Article 1 to add 1) with part of the sixteenth of the following content:
"Governing bodies of Universal State System of Prevention and Response to ES are the bodies created for coordination of activities of federal executive bodies, executive bodies of subjects of the Russian Federation, local government bodies, the organizations in the field of protection of the population and the territories against the emergency situations and forces attracted to the prevention and liquidation of emergency situations.";
2) in Article 4:
a) add with new part two of the following content:
"Universal State System of Prevention and Response to ES functions at the federal, interregional, regional, municipal and object levels.";
b) the second to consider part part three;
c) third to consider part part four and in it the words "structure of forces and means" shall be replaced with words "structure of governing bodies, forces and means";
Article 4.1 to state 3) in the following edition:
