About introduction of amendments to article 28 of the Budget code of Ukraine concerning information access about budget indicators in the form of open data

The Verkhovna Rada of Ukraine decides:

I. Bring in Article 28 of the Budget code of Ukraine (Sheets of the Verkhovna Rada of Ukraine, 2010, No. 50-51, of the Art. 572) the following changes:

1. In the paragraph the second part two of the word "Information", "takes place" and "seven days" shall be replaced with words "Budget requests, including information", also "three days" "are placed".

2. Third parts five to replace the paragraph with three paragraphs of the following content:

"The main managers of means of the government budget (local budgets in case of application of program and target method in budget process):

perform public representation and the publication of information on the budget for budget programs and indicators by which budget settings are determined by the law on the Government budget of Ukraine (the decision on the local budget), according to requirements and for form, the established Ministry of Finance of Ukraine, till March 15 of the year following reporting;

will promulgate by placement on the official sites passports of budget programs of the current budget period (including changes in passports of budget programs) in three-day time from the date of approval of such documents and reports on accomplishment of passports of budget programs for accounting budget period in three-day time after submission of such reports to the Ministry of Finance of Ukraine (local financial bodies)".

With respect thereto the fourth - the sixth to consider paragraphs respectively paragraphs the sixth - the eighth.

3. Add with part six of the following content:

"6. Information on the budget determined by this Article will be promulgated with observance of requirements of the Law of Ukraine "About access to public information" regarding promulgation of public information in the form of open data.
