The purpose of this Law is regulation of the relations connected with national discussion of drafts of the laws raising the most important issues of public and state life.
The legislation on national discussion of drafts of the laws consists of this Law and other acts of the legislation.
In the Republic of Karakalpakstan national discussion of drafts of the laws is regulated also by the legislation of the Republic of Karakalpakstan.
The basic principles of national discussion of drafts of the laws are:
voluntariness;
equality;
publicity;
availability;
free expression of opinions.
Citizens, state bodies, self-government institutions of citizens, the companies, organizations, the organizations, political parties and other public associations can be participants of national discussion of drafts of the laws.
Experts of foreign states and the international organizations can be involved in national discussion of drafts of the laws of the Republic of Uzbekistan according to this Law.
In case of national discussion of drafts of the laws citizens have the right:
it is free to participate in national discussion of drafts of the laws;
make notes and project proposals of the laws in Legislative house of Oliy Majlis of the Republic of Uzbekistan, the Cabinet of Ministers of the Republic of Uzbekistan, other state bodies, self-government institutions of citizens, the companies, organizations, the organizations, political parties and other public associations, mass media;
