2. Passengers in the international messages (including transit) are transported according to the legislation of the Republic of Kazakhstan and international treaties of the Republic of Kazakhstan.
3. Passengers in interregional messages are transported on the conditions established by the legislation of the Republic of Kazakhstan.
4. Passengers in mezhdunarodpny messages are transported by national carrier, in interregional messages - on competitive basis.
