About modification of the Budget code of Ukraine concerning implementation of new investment opportunities, providing the rights and legitimate interests of subjects of business activity for carrying out large-scale power upgrade

The Verkhovna Rada of Ukraine decides:

I. Bring in the Budget code of Ukraine (Sheets of the Verkhovna Rada of Ukraine, 2010, Art. No. 50-51, 572) the following changes:

1. In Article 2 part one:

add with Item 21-1 of the following content:

"21-1) long-term obligations on power service - obligations according to the power service agreement of the manager of budgetary funds, in operational management or economic maintaining which are object concerning which procurement of power service according to which it is necessary to make payments during future and/or the expense reduction flowing budget periods within the amount on payment of utilities and energy carriers is conducted (in comparison with expenses which would be performed in the absence of power service)";

Item 47 after words of "budget obligations" to add with words of "long-term obligations on power service".

2. Add Article 22 with part seven of the following content:

"7. Managers of budgetary funds, in operational management or economic maintaining which are objects concerning which power service procurement is conducted, have the right to assume long-term obligations on power service based on the essential terms of the contract of power service approved by the Ministry of Finance of Ukraine (concerning objects of state-owned property), the Verkhovna Rada of the Autonomous Republic of Crimea, the relevant local council (on objects of utility property)".

3. Add Article 23 with part fourteen of the following content:
