Article 1. Bring in the Law of the Kyrgyz Republic "About education" (Sheets of Jogorku Kenesh of the Kyrgyz Republic, 2003, No. 8, the Art. 323) the following amendment:
add Chapter VI with Article 43-1 of the following content:
"Article 43-1. Attraction of financial and other appliances by the boards of trustees of the state or municipal educational organizations
Only the boards of trustees of the state or municipal educational organizations (further - the educational organizations) can raise on voluntary basis the financial and other appliances created of voluntary contributions and donations from physical persons and legal entities, other receipts, which are not contradicting the legislation of the Kyrgyz Republic.
For ensuring activities, development and strengthening of material and technical resources of the educational organization the board of trustees performs search and involvement of donors (investors, patrons), financial and other appliances and has the right to announce it through mass media, the websites and different ways with the subsequent obligatory report on the arrived financial and other appliances and their expenditure.
Information for parents of pupils of the educational organization with the address about rendering financial and other financial support for the educational organization, incomes and expenditure statements shall be placed on the visible and public place of the educational organization.
It is forbidden to raise financial resources from faces with limited opportunities of health including from the parents (legal representatives) who are persons with limited opportunities of health or having children with limited opportunities of health and also from orphan children and children without parental support (legal representatives).
